Do you have to match the paper color to the pictures? No. look at this page.

 Many times I have people looking for certain shades of paper to match pictures before they scrap them. I do not think this is necessary. The pictures in this layout were taken in the fall. The girls have very bright colors. I used completely different colors in the layout. I did keep the color scheme very simple. The page works.
